The Consulate reminds foreign nationals and stateless persons that entering the territory of the Republic of Azerbaijan without crossing state border checkpoints in accordance with Azerbaijani law constitutes a violation of the state border. Such violations are subject to criminal, administrative, and other legal penalties as outlined by the legislation of the Republic of Azerbaijan.

The Ministry of Foreign Affairs of the Republic of Azerbaijan strongly urges foreign nationals and stateless persons to avoid entering the territory of Azerbaijan from the Republic of Armenia without complying with the relevant legal requirements of Azerbaijan.

Foreigners and stateless persons who enter or attempt to enter Azerbaijan in violation of its laws may face administrative or criminal prosecution, other legal actions, and possible restrictions or prohibitions on entry into the country.
